OFF TOPIC: Arcadia Bluffs vs Whistling Straits

For those that are much more knowledgable than I, why is Whistling Straits now in the rotation for majors and Arcadia Bluffs isn't? WS is a relatively new course on Lake Michigan as is AB. Just wondering as I watch the PGA. Obviously WS is closer to Milwaukee than I thought.
