Could someone clarify Grayshirts?

As I understand it, a player could wait to enroll at MSU in January 2017, redshirt in 2017, then be eligible to play 4 more years. This would give him 2015-2016 to mature, get private coaching, and wait out some of a junior's eligibility. He would then enroll "early" for the next year in January, then redshirt during the 2016-2017 season. He would then have four years.

Am I correct?

If so, is Cole Chewins really a grayshirt, or is he really a walk-on?
