Delton Williams and guns on campus

IIRC, the story is as follows:

Delton's brother was shot and killed recently. Since then he has started carrying a licensed gun. Somebody startled him and he pulled his gun out. That person called / told the police and he was arrested. That person since wished to pull the complaint once they found out the story of Delton's brother, but it was too late.

Is that about right?

I have a slightly orthogonal question. Texas just allowed guns on campus. Should Michigan State?
