I need some help in understanding what teams like Air Force do when they come to the line of scrimmage. They line up, quarterback goes under center, they are all set, and suddenly the entire offense jumps up to look at their sideline for a play. Why is it that when a single lineman moves causing a motion penalty it is a penalty, but when the entire team moves it's just part of the play? What am I missing ?
