For a guy as unreasonable and myopic as Balas to say those things tells me:
1) He's very worried that Harbaugh just isn't going to win enough, and fast enough and will come under some heavy scrutiny and critique for it.
2) That he realizes that unless expectations and chatter get tempered, the damage to the M brand may be more than they can swallow. Meaning: the M folks KNOW that a narrative that "even Harbaugh struggled there" would be disastrous, for the future of the program. (How other good Coaches perceive the job, not the average Joe Bag of Donuts.)
They are trying to get WAY out in front of this, to avoid the backlash of "...even Harbaugh struggled there." And this wasn't Balas' idea, I'm guessing you'll see it pouring out of AA consistently.
