OT Some threads I'm seeing empty posts with quotes

I keep seeing quotes in people's responses without any comments or actual replies toward said quotes.

What is happening there? Are posters just meaning to make a reply (with a quote attached) and forget to type something, and then hit "enter"?

Or is there a glitch in the system somewhere? With most formats, when you don't finish or include any content, there is a message that says so..
