Why did Oregon need to find a 5th year transfer QB?

Rewatching the Oregon game last night on ESPNU I was again frustrated by Herbstreit's frequent mentions of the difficulty of bringing in a QB four weeks before season and assimilating him into the offense and what a great job the QB was doing. He did not mention the reason why this was necessary...I would think this would be poor planning by the coach for having to do this. Or did they plan to go after the EW QB? It is not like it was a surprise that Marriota was leaving. Or did they do a poor job of recruiting.
