UPDATE NCAA Division I Council approves changes to class counters/transfer windows

The NCAA Division I Council has made changes to transfer portal windows, the annual limit on initial counters (recruiting class sizes) and more. There is also consideration of amending the NCAA's sports wagering reinstatement guidelines.
