Over those 22 years, PSU is 185-87 (.68), with 4 losing seasons. PSU has been ranked 13 times, including 6 top tens. PSU has won or shared 3 Big Ten championships (two of those have been vacated, but at the time, they won them). PSU has been an impressive 11-6 in bowl games.
Over those same 22 seasons, Wisconsin is 195-83 (.70), with 2 losing seasons. Wisconsin has been ranked 13 times, including 6 top tens. Wisconsin has won or shared 6 Big Ten championships. Wisconsin is a solid 11-9 in bowl games.
I really don't think there is any debating it, Wisconsin has been the slightly better program since PSU joined the Big Ten. Another point about Wisconsin, they have been successful with two head coaches since Alverez retired. How often do we see a great coach retire and a program goes down for a decade or more? That hasn't been the case at Wisconsin, and IMO, that's a sign of a very, very good program.
