As the Big Ten gets ready to announce its new scheduling format for the 16-team league coming in 2024, college football analyst and commentary Mark Rogers claimed on his YouTube show that the Big Ten will be adopting a three-team annual opponent format with the other programs in the league rotating through the schedule every two-years in a six and six schedule.
Rogers goes on to suggest that Michigan State will play Michigan, Maryland, and Purdue as its annual "rivalry" games every year and thus will rotate between the other 12 programs (Rutgers, PSU, OSU, IU, ILL, NU, Wis, Min, Iowa, UNL, USC, & UCLA) over a two-year period.
Note that this is not confirmed anywhere else and so is potentially just speculation. However, prior reporting has made clear that the biggest hurdle still needing resolved for future schedules was how many "rivalry" games to guarantee with programs like Penn State wanting 0-1 and programs like Iowa/Minnesota/Wisconsin wanting 3.
