Question about the substitution rule.

I know that the rule is that if the offense makes a substitution the defense has the right to substitute. How ever is the defense allowed to walk slowly out and run the play clock down to zero? I could not beleive MSU had to waste a time out while the ref was standing between Thorne and Samac.
