That on the face seems like it is certainly not the most implausible claim, but where it loses me from there is the report goes on to claim that the league would then add Oregon and Washington with a permanently reduced media share payout compared to every other league member.
The Big Ten has long held up its revenue sharing model as an example and to break that would imply that schools like Ohio State would probably insist when the next rights deal is up for negotiations that it get a bigger share and schools like Rutgers and even Northwestern get less. Even Michigan State in that scenario could see a smaller share compared to a few other brands in such a scenario. So that honestly seems like it would be more problematic than it would be helpful for most of the league and hence I personally find the report highly unplausible.
