The answer is obvious. A championship team needs to have a great quarterback and even an average team need to have a capable quarterback. Harbaugh realizes this. Nothing is more important to him.
He (Harbaugh) will recruit regular transfers, grad transfers, HS Freshmen, Sophomores, Juniors and Seniors and yes 8'th graders, as many candidate as he can to assure that he has a pool from which to select the next Andrew Luck. The number of scholarships he uses to attain this goal is irrelevant to him.
Michigan has an above average defense, an O-line that sucked last year but will be improved this year, running backs that are capable and receivers that we do not know a lot about because of the quarterback issues in AA. They simply do not have the quarterback.
I do not think that they will find their savior in 2015 but eventually they will. When they do Spartan Nation can look forwards to some competitive games for a change.
