Goals:

No team shall have an unfair advantage in recruiting or retaining players based on NIL.

All players contribute to the game whether playing or practicing, whether winning or losing. All-Americans look good because they showcase their talents against lesser players. All players are needed and should be compensated equally.

NIL money flow:

Each school shall accept NIL money from contributors and pass that money on to a national clearinghouse.

Each school shall determine what the NIL contributor receives for their payment, players at an open house, TV ad, etc.?

Teams shall be grouped according to NIL contributions, e.g. the top 35??? teams all pay out equally, then the next 30??? etc.

If team 36 (based on above example) wants to move up a notch they just need to cover the needed NIL contribution so as not to lessen the pot of the original 35.

All NIL payments must come from the clearinghouse, paid per game in 12 monthly payments per year, (Football starts October 1st, other have a starting date 30 days after the first game.)

If a player leaves the team no NIL payments based on the former team will be made from that date on. (This will affect portal players and might encourage them not to leave yet it might be in their best interest (not considering NIL) to leave. This area therefore needs more thought and is not a final proposal.

TV contracts shall pay NIL to the participating players for all football games past 12 each year (playoffs, etc.) The payments shall be the same per game as during the regular season.

Per player NIL

All scholarship players of a team must earn the same NIL money.

All scholarship players dressed for a game must earn the same NIL money (home and visitors). So if a top NIL team plays a lesser NIL team both teams will be compensated equally for that game.

Any team playing a player earning more than the equal NIL will forfeit the game and be penalized one scholarship per occurrence for five years.

No NIL money can be earned by any player before their team plays the first game of the season.

Enforcement Incentives

The players of the team who plays an overpaid player shall lose their share of the NIL for that game. Helps the system self-police.

The player earning more than his teammates will be suspended from the team until all such over earnings are paid to the national clearinghouse, to be divided equally to all scholarship players.
